The Chulabhorn Research Institute initiated a herbal cultivation project at Thap Thim Siam 05 Village, Khlong Kai Thuean Subdistrict, Khlong Hat District, Sa Kaeo Province in 1999. The project gained recognition for its adherence to Good Agricultural Practice (GAP) standards in herbal production. Subsequently, it studied Andrographis paniculata, focusing on optimal harvesting times, the stability of active compounds, and the development of analytical methods for four specific active compounds.

The Chulabhorn Research Institute designed an aqueous extraction method, drawing inspiration from the traditional Thai herbal medicine boiling technique, to obtain highly effective active ingredients. The institute then transferred this production technology to Pana Osoth Co., Ltd., a GMP ASEAN certified herbal medicine manufacturing plant, for the industrial-scale production of the PC-1999 product.
